    Subject: California Urban Pesticides and Toxicity Monitoring Data Report

    The purpose of this email is to make sure you and your colleagues are aware CASQA recently published a report compiling monitoring data for two types of common, currently used pesticides: pyrethroids and fipronil.  The report summarizes thousands of samples from more than 100 urban surface waters throughout California.

     

    The report documents widespread water and sediment toxicity in California urban waterways, with pyrethroid insecticides commonly identified as the apparent cause. Pyrethroids and their associated toxic effects have been found routinely in California urban areas, wherever monitoring is performed using technically appropriate protocols.

     

    Fipronil--an alternative to the pyrethroids--also commonly occurs in California urban watersheds.  Observed concentrations of fipronil and its degradates are approaching and in some cases exceeding effect thresholds, suggesting an increasing potential for fipronil to pose risks to aquatic ecosystems.    

     

    As many of you know, because California local agencies do not have the statutory authority to control pesticide uses, CASQA has partnered with California Water Boards to work with California Department of Pesticide Regulation (DPR) and EPA's Office of Pesticide Programs toward addressing this and other pesticide water pollution.  In 2012, DPR enacted regulations to reduce outdoor use of pyrethroids in an effort to end the pyrethroid water pollution documented in this report.  

     

    This data compilation is being widely shared with pesticides regulators, water quality agencies, the pesticide industry, pest management professionals, and interested stakeholders with the intent of informing continuing management actions to address urban pesticide water pollution.

    Hi –

    Attached are the Meeting Agenda and Draft Meeting Notes that contain the questions/answers, comments and requests from the Region-wide Permit meeting held at the Central Valley Water Board’s Rancho Cordova Office on November 12th.  I understand that a number of stakeholders could not hear the discussion due to interference with the WebEx connection.

    For the Meeting Agenda item #3 concerning TMDLs with the Phase II MS4 Permit:


    I have provided Phase II MS4 contact information to the State Board for the TMDL-MS4 meetings scheduled in November 2013.  Each meeting will involve a brief background on each TMDL and discussion of potential implementation language. 


    The meetings are organized by watershed (San Joaquin River, Sacramento River (including Clear Lake)), and Delta) and will be held at the State Water Board in downtown Sacramento.  Meetings will be webcast if participants cannot attend in person. 


    The meetings are scheduled on November 15th (10a.m. – 3p.m., San Joaquin River Pesticides and Dissolved Oxygen TMDLs), November 18th (11a.m. – 3p.m., Sacramento River Watershed Pesticides, Clear Lake Nutrients), and November 21st (10:30 a.m.- 2p.m., Delta Pesticides and Methylmercury).

    Urban Waters Small Grants Program


    This EPA grant program will fund research, training, and demonstrations that will advance the restoration of urban waters by improving water quality in urban areas. This program recognizes that healthy and accessible urban waters can help grow local businesses and enhance educational, recreational, social, and employment opportunities in nearby communities. EPA expects to award approximately $1.6 million to support such projects, in grants of $40,000 to $60,000 each.

    Environmental Solutions for Communities Grant Program 2014 Request for Proposals

     

    Wells Fargo and the National Fish & Wildlife Foundation (NFWF) are pleased to offer financial assistance through our program, Environmental Solutions for Communities, whose mission is to help communities create a more sustainable future through responsible environmental stewardship.  This Request for Proposals invites applications for competitive funding through this initiative.

    Round 2: Objectives, Strategies and Alignment
    Join us for the next step in the development of the Strategic Plan for the Future of Integrated Regional Water Management in California by participating in the second round of workshops that will be held in October and November 2013 (see dates and locations below). Like the first round, these workshops will be free and open to the public. The workshops will begin at 10 a.m. and end at 3 p.m., with a one-hour lunch break.
    The Round 2 workshops are intended to build upon the extensive input received from stakeholders during the first round of workshops held in April and May 2013. However, anyone can join in and fully participate in the second round of workshops without having attended one of the first workshops.
    Using the goal statements developed at the first round of workshops, the Round 2 workshops will provide an opportunity to:
    • Discuss how federal, state, regional, and local government laws, regulations, and policies could better align with integrated regional water management; and
    • Help shape the objectives and strategic approaches that are needed for the Strategic Plan.
