    Webinar: Salt and Nitrate Permit Compliance in the Central Valley

    The Central Valley Salinity Coalition (CVSC) is hosting a live webinar for municipal and industry leaders and consultants in all disciplines of water resource management. The webinar will provide an opportunity to learn firsthand from the people who developed new nitrate and salt permit requirements approved by the Central Valley Regional Water Quality Control Board.

    Why Attend?

    In late May 2020, Notices to Comply were sent to permittees in high-priority areas where implementation will begin immediately. These areas include six Central Valley subbasins: Kaweah, Turlock, Chowchilla, Tule, Modesto, and Kings.

    Consultants will be critical in assisting permitted dischargers complying with new nitrate control permit requirements. 

    Participants will gain an understanding of the new nitrate and salt regulations and how their services may help permittees implement these regulations. Webinar topics include:

    ·    Activities and timelines for compliance

    ·    Providing safe drinking water to communities in need

    ·    Potential service needs for permittees and coalitions

    Please join State Water Resources Control Board staff at one of four virtual stakeholder workshops to learn about the proposed reissuance of the Statewide Phase II Small Municipal Separate Storm Sewer System (MS4) Permit. Due to health concerns from COVID-19, these workshops will be conducted virtually to avoid an in-person gathering. These virtual workshops are free of charge and will be hosted using the Zoom video conferencing platform. Information on how to use Zoom is available at the Zoom website.

    Staff will present information and address questions regarding proposed changes in the forthcoming permit reissuance. Topics will include clarifications on reformatting, reorganization updates, and the new storm water requirements for public school districts and community colleges.     NOTICE IS HEREBY GIVEN that State Water Resources Control Board (State Water Board) staff will hold public workshops regarding proposed changes to the Statewide Small Municipal Separate Storm Sewer System (MS4) General Permit (General Permit).

    The proposed changes in the forthcoming permit reissuance include regulating municipal stormwater from public school districts and community college campuses. A quorum of the State Water Board may be present at one or more workshops; however, the State Water Board will not take any action at the workshops.     EPA’s new program creates pathway to civil service for recent graduates

    WASHINGTON (June 17, 2019) — The U.S. Environmental Protection Agency (EPA) is establishing the Green Interns Program to cultivate a collection of the best, qualified candidates to fulfill mission critical occupations nationwide. Starting September 30, 2019, the program will provide recent graduates with an opportunity to serve their country through a career in the federal government while gaining valuable work experience and knowledge of environmental issues.    


    Green Interns Program participants will be entitled to benefits including: federal health insurance, the Thrift Savings Plan, sick and annual leave accrual, a transit subsidy and more. Throughout the program, interns will be supported through mentoring, formal interactive training and an Individual Development Plan. After completing the program, participants may be converted into permanent federal employees.

    To be eligible for the program, candidates must have earned associate’s, bachelor’s, master’s, professional, doctorate, vocational or technical degrees or certificates from qualifying institutions and programs within the previous two years. Veterans are eligible to apply up to six years after completing their degree or certificate. Preference eligible veterans can apply two years after release or discharge from active duty.

    Green Interns will qualify for conversion to either a 1-4-year term or permanent position once they have completed at least one year of continuous service and all other program requirements, demonstrated successful job performance, and meet the qualifications for the permanent position to which they will be converted.

    Those interested can apply at: beginning June 14, 2019. Accepted candidates are expected to begin the program on September 30, 2019.

    EPA’s Special Emphasis Program Managers and EPA’s Non-Labor Groups, EPA will hire candidates through the U.S. Office of Personnel Management’s Pathways Program

    1. We have produced a short video that explains the upcoming CV-SALTS Nitrate Control Program. Please feel free to share it with your colleagues and constituents and add to your organization’s website.     2. The State Water Resources Control Board is hosting a public workshop on Tuesday, July 2, 2019 ( to discuss the Central Valley Regional Water Quality Control Board’s Amendments to the Sacramento and San Joaquin Basin Plan and the Tulare Lake Basin Plan to incorporate a Central Valley-wide Salt and Nitrate Control Program. The Salt and Nitrate Control Program provides a framework for the Central Valley Water Board to regulate salt and nitrate while also ensuring that groundwater users whose wells are impacted with nitrates are provided safe drinking water.  The Central Valley Water Board approved the referenced Amendments in May 2018, and the State Board must approve them before they can be implemented. We will inform you when the State Water Board sets their meeting date to consider approval of the Amendments.

    3. The two pilot management zones (Kings River East GSA/AID Area Management Zone and Turlock Management Zone) are progressing with the identification of steering committee members, zone boundaries and drafts of Early Action Plans. We will update you more on these as they move forward.

    4. We are in the process now of updating to make the necessary information about the upcoming new regulations for salts and nitrates easier to find. We will let you know when the website work is completed.

    "Nitrates in the Groundwater:The Issue" is a 4:26 minute video that takes the viewer through the highlights of the nitrate challenge and new, upcoming regulatory approach for the Central Valley. The CV-SALTS initiative is explained as a group of regulators, farmers, and others that have worked together over the last decade to try to keep generations of farmers in business while protecting water quality. We need to address the problem. New regulations are coming that will offer two options - meet the drinking water standard at the point of discharge (traditional permitting) or a new option - form a local or regional Management Zone to work collectively to first solve the drinking water problem. Management Zones offer a more flexible way to comply.

    Chapter 811, Statute of 2017 (Senate Bill 541, Allen) required the State Water Resources Control Board to “recommend best design and use practices for stormwater and dry weather runoff capture practices that can generally be applied to all new, reconstructed, or altered public schools, including school grounds.” 


    The Division of State Architect, California Department of Education, Office of Water Programs at California State University, Sacramento, and Water Boards partnered to complete the Guidance for Stormwater and Dry Weather Runoff CAPTURE (California Practices to Use Runoff Effectively) at Schools.  The Guidance is also posted on the Strategy to Optimize Resource Management of Stormwater (STORMS) website under the “Other STORMS Products” tab.
